Actually, I thought of that a couple of years ago. The implants that are filled to the exact volume wanted could be filled with one of several different liquid or gel explosives. Current tech would not detect, and I suspect a D or larger cup might drop the functional IQ of the TSA personal (men and women, there's been a number of complaints of women being groped by female TSA workers).

I believe that going to D cup from a smaller B or less will give a capacity of at least a liter of HE, plenty to blow a hole in the airplane. If larger is needed, there's always a fairly advanced 'pregnancy'.

Most people associated with Fatherland security seem to read way too many bad spy novels and/or watch too many Hollywood productions.
