It's been years since I've been in the US. I take it it's not credit cards (which would be accessed by people with better finances?) that come up for this kind of treatment? Just debit cards, run by people with only so much and no more money in the bank?
Ugh. It's this top-down kind of "problem-solving" that sticks it to the most vulnerable I've really come to associate with my home country; ironically, most of our compatriots associate it with the old European lands, and yet... *headdesk* they don't see what's happening in their own yards, so focussed are they on external enemies.
