"When Governor Mike Rounds signed HB 1215 into law it effectivelybanned all abortions in the state with the exception that it did allowsaving the mother’s life. There were, however, no exceptions forvictims of rape or incest. His actions, and the comments of StateSenators like Bill Napoli of Rapid City, SD, set of a maelstrom ofprotests within the state.Napoli suggested that if it was a case of “simple rape,” thereshould be no thoughts of ending a pregnancy. which follows through on Mr Napoli's comment that women can't make decisions.
"Simple" means without accoutrements, such as a clown nose, silly-string, French ticklers, an so on.
More seriously, I suspect his meaning of the phrase maybe meant "excluding incest" or some such. Perhaps he meant "except when the woman is white and the man isn't".
And they wonder why S Dakota is losing population. Perhaps their idea was that this law would help stem the decline in population, as several other prominent speakers have made statements that abortion is behind the need for illegal immigrants.
