Even lowering the price isn't the entire fix. The advent of CDs makes it too easy for mediocrity to flourish in the music industry. I remember way back when Side A and Side B of vinyl records were both good. Now, 18 tracks, maybe two or three tunes good, the rest garbage.
And yes, new release CDs are between $10 and $15 US. There is no excuse for such a huge hike in the price. Music industries claim it's because of piracy, but they can't seem to get through their thick skulls that their business practices (flooding market with crappy music, overcharging for a CD etc etc)encourages music swapping.
