If you aren't sure if it's torture, I suggest you do what Former Acting Attorney General Levin did. While he was a candidate for AG he voluntarily subject himself to the procedure. He did it, knowing he wasn't going to die (unlike the waterboarded 'prisoners'). He came away from it shocked, shaken and terrified, and with the deep conviction that yes, waterboarding is torture. Said it was the most nightmarish thing he had ever been through. When he publicly stated this, and informed the Bush Regime of his findings, he was summarily dismissed from his post, and no longer considered for the job.
