It was.. a fekking magazine.

I was told I could fill out yet another customer complaint form, to which I pertly replied "I have filled out 4, and have yet been contacted or see an improvement."

No way to go over their heads to some higher up? Like a Postmaster General or something?

Kinda having the same issue here, except our delivery driver can't pick UP our mail, despite the flag being up. He puts the flag down, delivers the mail and LEAVES outgoing mail in our box.

I've threatened to take it to the PMG if nothing gets resolved.

they're probably using those forms as a buffer, then tossing them in the bin when you're gone. Is this the Kardy depot? I had problems with them as well, so its endemic. Go over their heads. In fact, next time (and I don't doubt there will be a next time), take the complaint form away with you and include it in your letter to head office. Smite them from on high! RARRRR!!
